What Is A Workforce Investment Board?

Workforce Investment Boards bring together representatives from business, labor, community-based organizations, education, human services, economic development and other critical groups to rethink and restructure the way local workforce development services are planned and delivered. It is their charge to create a user friendly world class workforce that enables individuals to achieve their potential; ensures employers have the skilled workers they need to compete effectively in the global economy; and capitalize on the untapped potential of unemployed, underemployed, and discouraged workers, youth and other job seekers with special needs.


Who Appoints The Workforce Investment Board?

The Erie County Executive and the Mayor of the City of Buffalo appoint the local WIB Board in accordance with the terms of the Workforce Investment Act.

What are the WIB's Primary Responsibilities?

The primary responsibilities of the WIB are to:
  • Promote private sector employer participation in all workforce activities to assist in meeting their hiring needs and to connect workforce investment with local and regional development strategies.
  • Develop a budget for carrying out the duties of the WIB.
  • Certify the One-Stop operators with agreement of the chief elected officials.
  • Identify providers of training and labor market services.
  • Award contracts to certified service providers.
  • Identify and award competitive contracts to providers of youth services based on recommendations of the Youth Council.
  • Establish local performance measures and standards.
  • Conduct oversight of all workforce activities.
  • Develop a five-year plan n to address the needs of the local workforce development area.

Who Are The WorkforceInvestment System Customers?

The workforce investment system can best be viewed from the prespective of its two primary customers the job seeker and the business community.

Job Seekers - Their primary goal is to secure and retain a stable, high paying job.

Expections - Jobs with benefits, if trained a new job, sound information on labor market, information on job openings, assistance on how to search for jobs and access to occupational skills/education training..

Businesses - Their primary goal is to find qualified employees quickly in a cost efficient manner.

Expectations - Unqulified candidates filtered our, certifying candidates as job-ready or job skilled, screening for work ethics and interpersonal skills, single point of contact with agencies, good service and timely follow-up, personal contact with workforce staff who take the time to visit and understand the business and easy access to public tax and training incentives.

The Workforce Investment Board's role is to help meet these customer needs byf establishing a customer/supplier relationship between the local workforce investment system and local employers.
